Prince George's County Executive Rushern L. Baker, III Announces Appointment of Barry L. Stanton as Deputy Chief Administrative Officer for Public Safety

Recent Frederick County Manager and Former Director of Prince George's County Department of Corrections Returns to Serve Baker Administration 

UPPER MARLBORO, MD – Today, Prince George's County Executive, Rushern L. Baker, III announced that he will appoint Barry L. Stanton as Deputy Chief Administrative Officer overseeing all Public Safety Agencies.  Stanton is currently the County Manager of Frederick County, MD, a position he has held since October, 2010.  Stanton served Frederick County as Assistant County Manager for two years prior to his appointment as County Manager.  Stanton was Director of the Prince George's County Department of Corrections from 1997 to 2007.

"An expert in organizational management and public safety policy, Barry is a results-oriented professional who will provide this Administration and the residents of the County with continual improvement in public safety. As a Deputy Chief Administrative Officer, Stanton will be responsible for oversight of the Prince George's County Police Department, Fire/EMS Department, Department of Corrections, the Office of Homeland Security and other areas as assigned. This position does not need confirmation by the Prince George's County Council.

 Biography of Barry Stanton:Barry Stanton has served as Frederick County Manager since October 2010. Prior to that appointment, he was Assistant County Manager since January 2007.  His accomplishments include oversight of the Frederick County Emergency Management Policy Advisory Committee, which prepared continuity of operations plans and legal annexes for County disaster preparedness; serving as Acting Director of the Division of Fire & Rescue Services and Division of Public Works; reorganization of the Division of Fire & Rescue Services and the hiring of a new director; supervision of the Office of Volunteer Fire & Rescue Services, and oversight of nine County divisions, as well as the Office of Environmental Sustainability. 

He oversaw the County's strategic plan accomplishments where division directors achieved 95.5 percent of the objectives set by the Board of County Commissioners.  Mr. Stanton was also instrumental in setting up the County's Legislative Affairs and Constituent Services Programs and the new Office of Environmental Sustainability, as well as designating a new Ethics Compliance Administrator.

 

Mr. Stanton served as Director of Corrections for the Prince George's County Department of Corrections until 1997.  His responsibilities included supervision of approximately 600 employees, 2,000 inmates and 400 volunteers, oversight of a $65 million dollar budget, management of a $30 million capital construction program, and strategic and organizational planning.

 

Previously, Mr. Stanton was Corrections Bureau Chief from 1991-1997 at the Frederick County Corrections Bureau of the Sheriff's Office.  He developed and coordinated the training academy; managed a $15 million capital construction project; oversaw the Work Release, Community Service and Pretrial Release Programs; handled media and community relations, and ensured the safety of staff, inmates and visitors. 

 

Between 1985 and 1991, he rose through the ranks at the Correction Bureau, from Correction Officer/Shift Commander to Coordinator of Training and Compliance/Accreditation and Director of Security. 

 

Mr. Stanton is a graduate of Frederick High School, Cheyney State University (Cheyney, Pa.) with a bachelor's degree in sociology and the University of Phoenix (Columbia, Md.) with a master's degree in organizational management.
